Now Yandex asks for a phone number, for second visit

I tried Yandex, even though it doesn't seem to have the best reputation.

DIdn't ask for telephone verification. Until I signed in the second time.

Apparently they lure you in, and then ask for more information later on.

when you send the first email, they most probably ask you provide the mobile for verification.
I am Yandex Mail 360 paid user.
