Creating Yahoo IDs for Yahoo Business Email accounts?

It's unfortunate that Yahoo Business Email mailboxes (the ones they give out for Yahoo Small Business services like the web hosting package) require each of them to be linked to a unique Yahoo ID account in order to use the webmail. Does anyone know why?

Is there a way to easily create new Yahoo IDs to link to a list of Yahoo Business Email mailboxes in a hosting package, without having to do it one by one? I hesitate to ask this because I know bulk account creation can fall under the purview of spammers...
