2 "More" dropdown menus are confusing

Does anyone else find it really confusing that there are 2 "More" dropdown menus available for any given email using the web interface?

I am always selecting the wrong one for what I want to do.

Reading - sorry, I did not make that clear.

The first "more" sits alongside Archive, Delete, Snooze, and Move To and is there even when an individual email has not been selected, so I guess it's primary use is on the email list pane (but it confusingly sits above the email read pane).

The second "move" is in the email read pane itself alongside reply and only shows itself when an email has been selected for reading.

Yes I find it confusing and annoying too.
I always pick the wrong one.
For instance one 'more' menu has report spam and the other has report phishing.
To me it is very strange and inconsistent but maybe there is a reason for it being the way it is that I am not aware of.

Ah the ones on the task bar yes I have those....I have got use to them.

But would love a log out button....I hate the 2 clicks....
