Issues Saving Photos

I'm still learning things in regard to Windows 1o Edge. I seem to be having an issue downloading images from the Internet. I thought I had it figured out, when I was able to download one image. However now I receive an error message stating 'Unable to download Network Issue'. I click the arrow beside the message & it says the download was complete. However when I check my Photo folder, all I see is an empty square where the photo should be. Then if I click on that, I have to choose a program to open the photo. Only then does the image show up. I've never experienced this in the past. It was simply Right Click on an Image, select Save Image As, Add a Name to the image, & Save to my Photo folder. When I follow that procedure, the photos don't appear in the folder remains completely empty, & the photos are nowhere to be found. Could really use some tips as to how to resolve this issue. Thanks in advance for any & all assistance provided.
