Gmail blocking some Outlook.com addresses

A message can be either blocked or marked as spam, not both (if it is blocked it is not received so it cannot be marked as anything). Maybe some are blocked and others are received and marked as spam.

From the article it appears Gmail is "blocking" messages from ever arriving.
