Gmail Recovery Question

Any reason why Gmail removes recovery emails if the recovery email no longer exists? For example, if you type in the recovery email address of a Gmail and it doesn't exist anymore, and you try to receive a "forgot your password" code, why does it auto remove the recovery email?

This would seem to be good design. If you want GMail to not remove a recovery email, exist or not, the recovery email should be something on other than GMail.

Or maybe I misunderstand. Do you describe Gmail account which has another Gmail account as the recovery address?
