I've worked a lot with gandi.net, and I think it will suit you considering your criteria. Also, I always go online and use email or other things only with the help of proxy servers. And by the way, I plan to work in an SEO company in a few months, and proxies for seo agencies are necessary. I want to learn as much as possible about high-quality VPNs or proxy servers. I don't think explicitly turning-off IMAP on a per account basis is particularly futuristic. Many services effectively allow this via app passwords.

Sure, but one still has to develop interfacing and backend logic for managing it. Future references when I might like to or be well positioned to actually apply development resources to it.

There's a switch to turn on or off IMAP access in Gmail settings. (I know that the OP doesn't want Gmail.)
