Can a backup of a Wordpress.com blog be uploaded to any host?

I was wondering if a backup of a Wordpress.com blog can be hosted on any webhost who supports wordpress.org blogs. I don't know the exact technical difference between .com and .org versions but they function the same way. That made me wonder whether it were possible or not to start off a blog on wordpress.com and, should the maximum storage ever be reached, move it into the webspace of a paid webhost who supports wordpress.org ; for that it would be required that a backup of a wordpress.com can be uploaded from the hard drive to the webspace of the host. I am not sure if that would technically be possible?
