I feel that if the companies using spamers were targeted by the courts then the situation could be controlled very quickly.
If you fine a company for advertising through spam rather than targeting the spamers it may help the control of spam by making it less economically viable. Fine people say $100000 USD per incident then they may think twice about doing it.
