While trying to set up Apple's Mail.app to use FM, I searched the FAQ and came across a link to this page:

It counts towards your file bandwidth usage (shown on the Files screen), not your email bandwidth.
I agree with the email and file quotas and bandwidth being kept separate for the reasons others...
